Our Master Instructors have been certified by the NIBE (National Institute of Bail Enforcement).International Law Enforcement Training AgencyThis National Certification is highly recognized throughout the Bail Enforcement industry, as it is the oldest Bounty Hunter school in the United States. The schools former owner Bob Burton , well known for authoring two top and highly recommended books in the business. "Bounty Hunter" and "Bail Enforcer".Also, current owner and veteran agent, Scott Olsen, who directs the NIBE and it's instructors from his home office in Chicago, Ill. The two above mentioned individuals and their individual experiences in this ever exciting business were inspirational in starting the Fugitive Bureau.
The Bureau incorporated in July of 2004 at Fort Knox, KY. Later that same year, current Bureau director and founder, Rick Foster would retire from the United States Army with over 20 years of honorable service.
In his career he would serve as a Recon Specialist on the East-West German Borders during the Cold War, and in Berlin (at that time, spy capital of the world).He would assist in other important Law Enforcement missions in Central America on the Panama Canal, South West Asia during Desert Shield and Desert Storm.All while gaining valuable intelligence gathering experience from such assignments.He would then be assigned stateside to instruct at the Military Police School for the Army, National Guard, Marines and Reserve MP units across the United States. Tasked with the mission of cross training combat arms units and rapid deployment units for Law Enforcement missions in Bosnia, Kosovo, Iraq and Afghanistan. He was also certified to teach and train the senior non-commissioned officer schools of PLDC, BNOC and ANOC. Retiring from the Army in November 2004 to pursue what was once a part time hobby, Fugitive Recovery and Investigations full-time.
His assignment at Fort Knox as Acting First Sergeant of a Medical Hold company (Unit of Combat wounded and disabled soldiers), would prove to be his last. In the middle of the political arena that surrounds wounded soldiers and their Medical Review Boards and alot of heart breaking stories and government Red-Tape would be the key factor in his retirement. "I could no longer work for an organization that would send its loyal soldiers into battle, then after being wounded in combat, not only not offer them the best treatment and medical care, but instead turn their backs on them and their families" said Rick Foster. "They were sending them home and discharging them against their wishes with little or no benefits or follow up care. These men and women were our finest hero's. They deserved better treatment than they recieved while in Medical Hold. I didn't want to be part of that. Getting out after 20 years was one of the hardest decisions I've ever had to make. I wouldn't change it though, even if I could. Working Fugitive Recovery full-time was the best decision I've ever made. I only wish I would have done it sooner". Including incarceration and treatment, the cost of illegal drugs in America is equal to $144,000 per year. Every five minutes, an American smokes cocaine.
