The Contraction Act was passed right after Lincoln&..39;s death (April 12, 1866), authorizing the Sec. of the Treasury to begin to retire some of the greenbacks in circulation and thereby contract the money supply
A series of depressions thereby followed which prompted Congress to pass the Federal Reserve Act in 1913. This gave the bankers an central bank exclusively controlled by them and an American Currency backed by gold (this came with the passing of The Gold Standard just before Lincoln died)
