The operation, called operation Nightfall was led by Captain Jack Bauer of the US Army's 1st Special Forces Operational Detachment-Delta (Delta Force), was authorized by Senator David Palmer and organized by NSA agent Robert Ellis. Bauer and his team, which also consisted of Special Air Service trained MI6 agent named Stephen Saunders, executed a HALO (High-Altitude, Low-Opening) parachute jump into Kosovo to avoid NATO radar, as the operation was in direct violation of NATO parameters.Bauer and his team moved into position around a house containing the target, Victor Drazen, a known war criminal in Slobodan Miloeviæ's "ethnic cleansing" machine. The house was laser-designated, and it was originally thought that Stephen Saunders had gotten too close to the blast and had died as a result, though it was later realised this was not the case. As the rest of the Delta team attempted to withdraw to the extraction zone, they were ambushed by Serbian forces. Radio communication had been jammed. Every member of the Delta Force detachment, with the exception of Captain Bauer, perished in the operation.Bauer, who had since left the military and joined the Los Angeles branch of the Counter Terrorist Unit, realized I was alive. When I captured Jack, he learned that the building had been occupied by a body double, and that my real wife and daughter had been inside the building. He was trained in counter-espianoge by the KGB during the Cold War, and later served as a commander in the Special Operations Unit of the Serbian Army. After serving in a series of violent paramilitary nationalist organizations, he went on to command the Black Dogs, Slobodan Milo,,evic's secret police. During his time in the Black Dogs, Drazen gained the attention of Senator David Palmer, who, sickened by his atrocities, ordered Drazen to be eliminated. Jack Bauer led a special operations force consisting of Delta Force operators and an MI-6 agent named Stephen Saunders. They landed in Kosovo and destroyed a house used by Drazen, whom they believed to be inside the house at the time. According to Marc Cerasini's "CTU Special Subcommittee" tie-in, the Delta troops were ambushed by Serbian troops shortly after the blast. Bauer was initially believed to be the sole survivor of the operation, but it is revealed in season 3 that Saunders survived as well.It was later discovered that the house was occupied by Drazen's body double, and that Drazen's wife and daughter were also killed in the blast. Drazen was later captured and placed in a Department of Defense Class III detention facility, though Bauer and Palmer still believed him to be dead. A mole, possibly Nina Myers, told Drazen's sons, Alexis and Andre, that he was still alive. The two brothers devised a plan to avenge the death of their mother and sister, and to free their father. To that end, Andre hired mercenary Ira Gaines in a plan to kill Palmer, by then running for president, and frame Bauer for it. When this failed, Alexis brought in a team of backup shooters.Bauer eventually discovered that Drazen was still alive and confronted him in the prison. This backfired, as Drazen's son Andre broke into and captured the prison with the help of six hired mercenaries, and freed his father. Bauer was briefly tortured by the Drazens, but eventually escaped. Victor Drazen told Jack: "Over the last two years, I have accepted my share of responsibility for the death of my family. This is the day you accept your share."However, by the time the elder Drazen took charge, the plan against Palmer suffered a major setback: Alexis had been discovered infiltrating the Palmer campaign and stabbed by an overzealous staffer. He later died from the injuries.In an endgame, Drazen proceeds to kidnap Kim Bauer to lure Jack into a trap, and also makes a final attempt on Palmer's life by planting an explosive in a cell phone which he instructs Bauer to give to Palmer if he wants Kim to live. Believing Palmer to be dead, Victor and Andre Drazen prepare to leave for international waters. Bauer catches up with them, however, and pursues them after receiving erroneous information from Nina Myers that Kim's body had been found by the Coast Guard. In the ensuing firefight, Bauer kills Andre and, wounded by one of Drazen's rounds, falls to the ground. Drazen aims for the kill-shot but discovers he is out of ammunition.Bauer puts his gun on Drazen, and the two stand silent for a few seconds, Drazen with his hands over his head in surrender and abject defeat written on his face. In blind rage, Bauer viciously empties his magazine into Drazen, even firing on his corpse as it floats in the bay water, stopping only when out of ammunition.
