1989, the South Bronx. Percee P, 19 - a dweller of the Patterson projects since the age of three - has been getting a little shine. It maybe seems about time.
He's been rapping a decade and, before that, observing hip-hop's meteoric development - since 1973 - in the park directly below his eighth floor window. Not that it was like watching that shit on a TV screen.
You see, Percee's got an uncle, Jesse. And Jesse goes by the name Cooley Breeze. And Jesse's got a friend, Terry. And Terry goes by the name T La Rock. And this bunch of friends Jesse had when Percee was a kid, they went by the name of the Undefeated Force. And this was before T had even dreamt of breaking any bells, so, you'll understand, Percee has some kind of lineage in this.

NOBODY CAN ACCUSE Rhyme Inspector Percee P of jumping in too early. After growing up at the epicenter of hip-hop, then recording with a dizzying array of artists for nearly two decades, the rapper is just now releasing his first full-length solo album with beats and production handled by the equally revered and insanely inventive Madlib. The first single from the album, "Put It on the Line, " has circulated among vinyl addicts for the past year. It's a staunch reminder of how hard Percee hits: "I'm a sweet lover, but don't sleep, brother. " No other MC has waited as long to record a debut, but what Percee's done in the meantime has made him a legend.

To appreciate how far the rapid-fire MC has come, one must understand the hip-hop environment as it was during the early 1970s. When DJ Kool Herc set up equipment at New York City parks to play music for the neighborhood in 1973, the pre-school-aged Percee was witness to the beginnings of what would become the dominant pop music of today. "When he did that, " Percee explains, "it inspired [Grandmaster] Flash, [Afrika] Bambaataa and [Grand Wizard] Theodore to do the same around their way. " These names, along with Jazzy Jay, Ricky Dee, the Starlight Crew, Disco B and the Fabulous 4 may be unfamiliar to younger hip-hop fans, but at the time they were superstars for their performances in nightclubs and at outdoor parties. "They weren't on vinyl, but they'd already made a name for themselves. "

Fourteen years of guest spots, sporadic 12" records and setting tapes outside of Fat Beats equals the definition of "Perseverance."
He got his first shine on record in 1996 on "Yes You May" with Lord Finesse and A.G. Before that, he battled Finesse in 1989, and before that he rhymed in the streets, honing his craft. But even with the credibility of hanging with the Diggin' in the Crates crew on records and battles, 2006 will mark Percee P's first official album. Fourteen years of guest spots, sporadic 12" records and selling tapes outside of Fat Beats equals the definition of perseverance, or as the Rhyme Inspector puts it, Perseverance.
If you've ever heard a Percee P guest appearance, chances are his rapid delivery of "lung collapsing lyrics" had you fiending for another hit, or at least hitting the rewind button to catch a clever line again. Over the years he's collaborated with Big Daddy Kane, Jedi Mind Tricks, Jurassic 5, Vakill, Aesop Rock, Edan and Kool Keith. Each time, he's proven his worth through spitfire rhymes like "I can get Madonna / Money and threats are minor / Bet you'll find ya / Bitch with a wet vagina and my cassette behind her."
