CEE WHAT I SEE-----US is a leader not only in incarceration, but also in capital punishment. There are more than 3,600 condemned inmates on death rows across the US. The racially disproportionate nature of the war on drugs is not just devastating to black Americans. It contradicts faith in the principles of justice and equal protection of the laws that should be the bedrock of any constitutional democracy; it exposes and deepens the racial fault lines that continue to weaken the country and belies its promise as a land of equal opportunity; and it undermines faith among all races in the fairness and efficacy of the criminal justice system. Urgent action is needed, at both the state and federal level, to address this crisis for the American nation. Our criminal laws, while facially neutral, are enforced in a manner that is massively and pervasively biased. The injustices of the criminal justice system threaten to render irrelevant fifty years of hard-fought civil rights progress According to the US Census Bureau, the US population in 2000 was 281,421,906. Of that, 194,552,774 (69.1%) were white; 33,947,837 (12.1%) were black; and 35,305,818 (12.5%) were of Hispanic origin. The overall rate of incarceration in prison and jail for men was 1,348 per 100,000 residents, for women 123 per 100,000 residents. The rate for white men was 717 per 100,000, for black men, 4,919 per 100,000, for Hispanic men, 1,717 per 100,000. The rate for white women was 81 per 100,000, for black women, 359 per 100,000,at the start of the 1990s, the U.S. had more Black men (between the ages of 20 and 29) under the control of the nation's criminal justice system than the total number in college. This and other factors have led some scholars to conclude that, "crime control policies are a major contributor to the disruption of the family, the prevalence of single parent families, and children raised without a father in the ghetto, and the 'inability of people to get the jobs still available One in three black men between the ages of 20 and 29 years old is under correctional supervision or control Rev. Jesse Jackson, president of the Rainbow/PUSH Coalition, said for many southern states, “the prison system is the single biggest industry.†In South Carolina, he said, the black population is 30 percent, yet blacks make up 80 percent of the prison population.“The biggest industry in the state 100 years ago was cotton,†Jackson says “Today, it’s jails. Dr. James R. Lanier, the architect of the Urban League report, states that the six states with the highest percentage of black inmates are greater than 63 percent. Maryland (77 percent), Louisiana (74 percent), and Mississippi (70 percent) are the leaders in incarcerating black males, followed by Alabama, Georgia and South Carolina. The data tells us that incarceration is at the discretion of law enforcement officials and prosecutors,†Lanier said. “It says blacks do not use drugs any more than whites, but where do police patrol? They patrol black communities.†The US has a higher percentage of its citizenry in prison than any other country in history, and accounts for an astonishing 25 percent of the world’s prison population. More than a quarter of US inmates in mid-2002—a total of 596,400—were black males between the ages of 20 and 39. This means 12 percent of black men in their 20s and early 30s—more than one in ten—are in jail or prison. nation’s two largest prisons- are in Michigan In 2000, 65 percent of black males high school dropouts in their 20s, were without jobs.Only four years later, this group grew to 72 percent. This contrasts greatly with those of other races and ethnicities. Among Whites, 34 percent of those that did not complete secondary school, and 19 percent of Hispanic who had left school before receiving a diploma, were jobless. When high school graduates were included in the statistics, still, half of the Black men in their 20's were unemployed in 2004. This is an increase of 4 percent in four short years. In 2000, the percentage of jobless Black men was 46 percentIt brings to mind the vote scrubbing of 87,000 Black voters in Florida that enabled George W. Bush to steal the 2000 election. George W. Bush and Sen. Trent Lott (R-Miss.) toasted Thurmond at his 100th birthday bash in Washington. Lott told the crowd the country would have been better off if Thurmond had been elected president. This racist remark touched off a furor that forced Lott to step down as Senate Majority Leader, but it also laid bare the poisonous racism of the Republican Party. A Human Rights Watch report revealed that Black men are imprisoned of drug offenses at an astounding rate of 1,146 per 100,000, thirteen times higher than the rate of 139 per 100,000 for white men. This is nothing short of a national scandal.
