NEWS! House Passes Motorcycle Helmet Bill (Colorado)
DENVER -- The Colorado House has passed a bill that would require that children under the age of 18 wear helmets when riding motorcycles.
House Bill 1117 passed 39-26 and now heads to the state Senate.
"I just felt it was time that Colorado became responsible for the health and safety of our children," said Rep. Dianne Primavera (D - Broomfield), the bill sponsor.
According to Primavera, Colorado ranks eighth in the country for motorcycle deaths per 100,000 people. She said a comprehensive helmet law is not achievable right now, but added that protections for children could save lives and spare taxpayers major medical costs.
The bill passed Wednesday over the objections of some motorcycle riders. ABATE of Colorado, a motorcycle rights group, lobbied agains the measure.
"We feel that it puts the government between a parent and their child," said Terry Howard, ABATE's state coordinator. "We feel that the parents are responsible enough to make sure that their children have helmets on their heads."

International Master Bike Builders Row Returns To Daytona
The International Master Bike Builders Show is back at Daytona International Speedway for Daytona 200 Week By Honda on March 2-10.
The International Master Bike Builders Row, which will be located along Lake Lloyd in the specialty vehicle area, will be highlighted by a display of custom choppers from top custom bike builders Donnie Smith, Aaron Greene, Eddie Trotta, Matt Hotch and Jeff Clark.
Trotta was the V-Twin Magazine Bike Builder of the Year in 2004 while Hotch and Greene are IMBBA Hall of Fame inductees. Smith, a 1995 inductee to the Sturgis Hall of Fame, will be inducted into the IMBBA Hall of Fame during this year's Daytona 200 Week By Honda.
Clark is a 17-year veteran in NASCAR as an engine specialist working for drivers such as Davey Allison, Ernie Irvan, Dale Jarrett, Rusty Wallace, and Dale Earnhardt Jr.
On Thursday, March 8, activities at the International Master Builders Row will begin at 10 a.m. and include watching a bike being built by the Chopper Chick Crew as well as a bike show where participants can have their bikes judged. The International Master Bike Builders Row and Bike Show, which made its debut at DIS last year during Fall Cycle Scene, is free and open to the public with access through the Turn 4 tunnel and will also contain numerous motorcycle vendors, concessions and merchandise.

Bear Butte no-alcohol zone dies

PIERRE--A proposal to create a four-mile no-alcohol zone around Bear Butte was killed in a legislative committee Tuesday morning in Pierre.
Rep. Gordon Howie, R-Rapid City, called the bill “an absolute assault on property rights.â€
The House Local Government Committee voted 11 to 2 to deny the bill a vote on the floor of the House this session.
Rep. Jim Bradford, D-Pine Ridge, sponsored the measure, House Bill 1227, saying Bear Butte was sacred to many Indian tribes.
Indians often pray on Bear Butte, usually in quiet solitude, but in recent years campgrounds, bars and concert venues catering to the Sturgis motorcycle rally have been built closer and closer to the butte.
Bradford said prohibiting alcohol sales within four miles of the butte, except where that area is inside Sturgis city limits, would help restore quiet to a religious site.
Rep. Alan Hanks, R-Rapid City, told supporters of the measure that a state law passed last year allowing counties to create special zoning districts could be used to create regulations around Bear Butte. “I think we gave the local folks the tools they need to address this,†Hanks said.
Kirk Chaffee, equalization director for Meade County, said he was working on proposals for special zones near Ellsworth Air Force Base (to control development off the end of the runway), along the Interstate 90 corridor (to manage fast growth) and near Bear Butte.
But Chaffee pointed out that prohibiting liquor licenses within four miles of Bear Butte would affect 16 current license holders.
The Meade County Commission has repeatedly refused to deny liquor licenses in the area just because they are close to Bear Butte.Rep. Thomas Van Norman, D-Eagle Butte, who also spoke in favor of the measure, said after the hearing that the committee had misinterpreted liquor licenses.
“You don’t have a right to have one,†he said. “You have to get permission from the county.â€

The annual Sturgis Rally takes place during the beginning of August, one of the most comfortable times of the year in Sturgis, South Dakota. There might be rain, and on occasion, tornadoes have touched down nearby, but overall the weather is perfect for the activities that the Sturgis Rally has become famous for.
The Sturgis Rally - yes it's full of the strange and the bizarre. There are some you wouldn't want to meet in the afternoon sunshine, let alone in the dark of the night - scantily clad women traipse around.
And then there are the friendships - philosophical discussions over a brew - thousands and thousands and even hundreds of thousands of Harley Davidsons barreling through the ponderosa pine covered mountains.
In addition to music, there are activities galore at Buffalo Chip! Amateur boxing, mud truck racing, laser light shows, motorcycle rodeos and Hot Bike Night were just a few of the favorites among young and old alike during 2006.
If you ever make one motorcycle rally in your life, make the Sturgis Rally. The place is legendary. And for good reason.
From hundreds of miles away you're surrounded by them. The roar of the Harley is everywhere. There are a few Indians. Once in awhile a BMW. And the rice grinders skulk out of sight.
For the next week or more you'll be in a place unlike any other in the World. There are more Harley Davidson motorcycles and bikers converged here than anywhere else on the Planet.
They come from many countries and all over the United States. There is everything here. Burned out Greasers, Peter Fonda, people so stoned they don't know where they are at, attorneys in the upper income tax bracket, dope dealers who should be, factory workers, lonely women, and women who will never be lonely.
All of them have one thing in common - the fun and craziness of the Sturgis Rally.
