The new ABA was founded in 1999 by Joe Newman and Dick Tinkham, as a revival of some of the aspects of the old ABA (red, white, and blue basketball included). However, it wasn't until 2002 (when the league took a year off) that the most revolutionary additions were added, such as the franchise fee being reduced to $10,000, the 3-D rule going into effect, and several other moves. It was then that the league saw a vast increase in size, from 7 teams in 2003 to 46 in 2006-07, with at least 21 more teams right now scheduled to play in 2007-08.
