BACA Mission Statement Bikers Against Child Abuse (BACA) exists with the intent to create a safer environment for abused children. We exist as a body of Bikers to empower children to not feel afraid of the world in which they live. We stand ready to lend support to our wounded friends by involving them with an established, united organization. We work in conjunction with local and state officials who are already in place to protect children. We desire to send a clear message to all involved with the abused child that this child is part of our organization, and that we are prepared to lend our physical and emotional support to them by affiliation, and our physical presence. We stand at the ready to shield these children from further abuse. We do not condone the use of violence or physical force in any manner, however, if circumstances arise such that we are the only obstacle preventing a child from further abuse, we stand ready to be that obstacle.
Level 1 Intervention This will consist of the organization deploying a ride, uniting as many BACA members as are able to attend, to the home of the wounded child or anywhere the child feels safe. We will visit the child at their place of residence, unless the parents or other authorities deem it harmful to the child. We will ride as a group to the child's house where the parent/s will be present to assist us in presenting the child with a patch, stickers, a polaroid photograph of the child with his/her new biker family. The patch will be presented and hopefully worn by the child on an article of clothing to warn all potential perpetrators that the child is part of our family, and send a message that this child falls under our protection. The stickers are to be used by the child in a manner he/she feels would best warn potential perpetrators that the child is part of our organization. Some places the child may place the stickers are windows of the home, books, backpacks, or any other identifiable place the child thinks of. The polaroid is to assist the child in remembering his biker family, and to discourage potential violators from harming the child. It is our hope that the child will use the photograph if he/she is being threatened in a manner that would convey the message "I am not alone, and you don't want to mess with my family". Other biker memorabilia can be given at this time as well, all to remind that child that he/she is loved and cared for by his biker family. Two representatives will then be assigned to be the primary contact persons for the child to call if he/she is in need of our protection and help. These BACA members are to be fingerprinted at the biker's local Police department, and must pass a short background check. BACA members are never to go to the child's home alone and never without the permission of the child's parent(s). At no time shall any BACA member be told any specifics about the perpetrator, as this might lead to an intervention not in harmony with the primary mission of BACA. Level 2 Intervention In those rare cases in which a level one intervention is not sufficient to deter further harassment and abuse, five to seven BACA members from the closest geographical locations will be dispatched for further exposure. This group of BACA members are to create a presence at the home of the child, being visible at times when the family might be most vulnerable. The BACA members will hold this position for two weeks. This group of BACA members are not to have any knowledge of the perpetrator or the perpetrator's residence. The purpose of BACA's presence is to deter further abuse, and to protect, if necessary, the children and the family. If the perpetrator brings physical and aggressive action against BACA members, we will do whatever is necessary to protect our family members and God help them if any harm should befall one of our brothers or sisters in the service of BACA. Level 3 Intervention If the physical presence of our BACA members at the residence of the child's home does not deter the abuser, a formal letter will be drafted by the director, the assistant director, or the sector leader in the area in which the abuser lives. This letter will be written on BACA letterhead and will be routed through the local Police Department, where it will be forwarded to the perpetrator. The substance of the letter will be to explain to the perpetrator that we are prepared to take whatever steps necessary to become the obstacle to further abuse and harassment. The letter will call for an end to all contact between the perpetrator and the child, and the child's family.A response will be requested, but an answer is not necessary as we will track the perpetrators behavior through the family to which we have been assigned. At this level, BACA members may choose to escort the family at the family's request, if the family members feel at risk and in danger on errands. If another Level One visit is necessary, or if there needs to be a show of force, the body of BACA members will rally together and present at the residence of the child. Level 4 Intervention This is the final level of intervention and involves a neighborhood tracting program. While it is against the purpose of BACA to purposely engage a perpetrator, we will ask for the general geographical location of the offender, and conduct a "Neighborhood Awareness Ride" in which we will ride to the general geographical location given to us by the CJC, and go door to door letting people know who we are, hand out stickers to kids, and distribute our literature regarding our mission and how we function. If the location and address of the perpetrator becomes known to any BACA member, we will immediately withdraw our physical presence to avoid any contact with him/her. ANY signs of aggression or physical force from any BACA member(s) will be entirely the responsibility of the individual(s) involved, as BACA does not condone, support, or participate in that kind of activity. If, however, ANY person should seek to inflict harm on one of our BACA members, we will respond with the same commitment and loyalty to our members as any other Motorcycle Club. As with all of our visits, the Police of the particular town in which we will be visiting will be notified as to purpose, time and place. Our Court Appearances Occasionally we will attend court with our wounded friends. The sole purpose for our physical presence is to assist the child in being less intimidated and frightened, and subsequently give an accurate testimony regarding his/her abuse. If the child requests our presence in the courtroom, the parent or guardian for the child must petition the child's attorney, who then will intercede on behalf of the child to the presiding Judge. Absolutely no physical confrontation of the perpetrator will be tolerated by BACA, and anyone acting in such a manner will be acting outside of the scope of BACA and will be held completely and solely accountable for his/her actions. When possible, the two bikers assigned to the child as his/her primary contacts should be in attendance. Given that it is not always possible for the primary contact bikers to be in attendance, a petition may be made to the general membership for their attendance and support. A listing of the court dates and times will be kept and updated on the BACA hotline at all times.
