Three charged in connection with shooting

A neighborhood resident out for a late-night cigarette run pulled up in his car and foiled the plan. The young men panicked and James Allen Hall was shot in the head in a confusion of gunfire that lasted just moments, prosecutors say.Charged with Hall's death is his longtime friend Christopher Holt, 20. Hall's girlfriend, Mystri Simmons, 19, and friend Casey Perkins, 18, were also accused of being at the scene and involved in the scheme to rob the man. All but Simmons have been arrested.The new details of the slaying are revealed in a bail hearing memorandum, written and filed by prosecutors for Perkins' Wednesday bail review. Perkins's bail was reduced from $100,000 cash to $25,000 cash or corporate bond, her lawyer said late Wednesday.The three Anchorage youths do not fit into the mix of troubled youth police typically see."These aren't kids from the 'hood. But for the drugs, they wouldn't be out there robbing people," said homicide detective Mark Huelskoetter. "Drugs, I think, played the biggest factor in this whole thing."OxyContin, an expensive and prevalent narcotic, is often a replacement or substitute for heroin, said police Lt. Dave Koch. He described it as a "huge, huge, huge problem in Anchorage," attributing most of the serial burglaries around town as being motivated by the desire to acquire OxyContin.Police said in early June a former boyfriend of Simmons called Perkins to buy "Oxy" from her, police said."I didn't get the impression that they were actively dealing drugs," Huelskoetter said. The ex-boyfriend "knew that (Simmons) and (Perkins) can get dope. Because in the dope world, girls can always get dope. They may not be direct dealers, but they know people, who know people, who know people."The friends hatched a plan where Hall and Holt would rob the ex-boyfriend at Wilson Street Park, near 40th Avenue and Garfield Street. Each had a gun on him, according to police.About 1:30 a.m. June 7, as the ex-boyfriend was approaching Simmons and Perkins in a Dodge Neon parked near the park on 40th Avenue, the neighbor drove up to the scene.Holt and Hall may have believed that they were the ones being robbed, Huelskoetter speculated.The ex-boyfriend jumped into the back of the car when he saw Hall and Holt approaching. Hall jumped in the car after him, and Holt fired his gun at the bystander's vehicle. Hall fired his gun also. One bullet struck Holt in the leg. Holt returned the fire on Hall, inside the vehicle, probably believing he was being shot at by the ex-boyfriend, Huelskoetter surmised.Police and prosecutors say even though they had a good idea of how Hall was killed in the weeks following his death, it took more than seven months to charge the trio because they needed the corroborating testimony from the ex-boyfriend, who would only talk to police through a lawyer. They also needed results from ballistics testing, which confirmed Holt's gun killed Hall, prosecutors said.Holt was charged with second-degree murder. Wednesday night, Holt was at the Anchorage Jail.Law authorities believe Simmons is in New York but do not have an extraditable warrant to arrest her and bring her back to Alaska to face the robbery, conspiracy to rob and tampering with physical evidence charges.
