New stipulations have been made for the granting of Tuition Assistance for Navy sailors. These recent changes can be found in the document titled NAVADMIN 161/07, the majority of which are perfectly acceptable. They only require that the sailor requesting tuition assistance (T.A.) meet standard Navy regulations, and are as follows:• Advancement eligible sailors must have taken and passed their most recent advancement exam. Sailors who are serving out of their rating and have not passed their exam are eligible for T.A. and NCPACE with the approval of their commanding officer/ officer in charge.
• Sailors must pass (or be medically waived from) their most recent physical readiness test (PRT)
• Sailors must not be under instruction in initial skills training or in duty under instruction (DUINS) training status.
• Sailors must be recommended for promotion or advancement (as applicable)
• Sailors who have been awarded non-judicial or courts-martial punishment in the previous six months shall not be authorized T.A. or NCPACE courses.
• Enlisted personnel with less than 20 years in service are now required to have at least one year remaining or their current enlistment prior to using T.A. or enrolling in NCPACE courses.I strongly agree with five out of the six new guidelines. It is important for the Navy to maintain, if not surpass, current standards. This belief extends to other military branches as well. However, the last of these recent additions requires sailors with less than 20 years in service to have at least one year remaining on their enlistment in order to receive tuition assistance. This essentially means that if you do not intend to reenlist you will not receive tuition assistance during your final year of service. Why are those who choose to leave the Navy after years of honorable service being persecuted? We are being denied benefits that have been promised. Is my Montgomery G.I. Bill safe, or will that be taken as well? With so few benefits for being in the military, the loss of any comes as a heavy blow. So many of us have made huge sacrifices, especially during this time of war, and this is how we are repaid. Moral within the branches is at an all time low, despite what President G.W. Bush claims. Please support your troops, whether you agree with U.S. foreign policy and the current situation in Iraq or not. We have given our blood, sweat, and tears for this country. Statistics show that 1/3 of homeless people are veterans, and that veterans on average earn 10-15% less than non-veterans. These are startling facts that desperately need to be addressed.
