Dear all, just received this and you bet I'll be signing the petition -
From Vesna Jones -
Dear friends, this is very cruel and sad. An "artist" from Costa Rica, named Guillermo Habacuc Vargas, put a starved dog as a work of art, the poor dog died there, he did not want anyone give him food or water. This monster asked some children to chase the dog and he paid them for their dirty work to give him the dog.
In that event, (in which the dog died) he was chosen to represent his country in the "Bienal Centroamericana Honduras 2008", the petition site is to sign to boycott him , so he won't can participate in the event:

Sample Letter to Send the Gallery
I am writing regarding the horrifying actions of Guillermo Habacuc Vargas, who paid local children to catch a dog on the street and then confined, starved and publicly displayed the dog as an "art" exhibit until the innocent animal died of starvation.
I along with many people world wide am outraged that Guillermo habacuc Vargas has been selected to represent Costa Rica in "Bienal Centroamericana Honduras 2008",This man is by no definition of the word an artist he is a criminally insane sadist and enjoys inflicting prolonged suffering upon his innocent victims.he is a danger to all of society as it is well documented that those with the capacity to intentionally cause harm to an animal have the same capacity to harm humans.
To state that this animal would have died eventually of natural causes is unjustifiable and beyond logical, rational thinking.
To allow Guillermo habacuc Vargas to represent Costa Rica in Bienal Centroamericana Honduras 2008 will in no way benefit Costa Rica, the world is watching and the actions of this so called artist has brought much negative assumptions as to the humanity of the people of Costa Rica and the fact that the many witnesses of this animals suffering did nothing and that the organizers of this event allowed this rather than taking action to see that Guillermo Vargas be criminally charged with animal abuse is sending the world a message that Costa Rica consists of a cruel, uncivilized society that has no regard for life but enjoys viewing and contributing to the loss of life.
Each and every person who knew of and witnessed the suffering of this innocent dog is equally as guilty of causing it's uncalled for death.
And to let this crime go unpunished and instead be awarded by Guillermo Vargas representing Costa Rica in Bienal Centroamericana Honduras 2008 is unacceptable and shameful not only to Costa Rica but to all participants of this event.
I urge you,do not condone the heinous actions of Guillermo Vargas by allowing him to participation in Bienal Centroamericana Honduras 2008.He should be jailed and prosecuted to the fullest extent of law for this animals death, not representing Costa Rica as an artist for he is not an artist and to refer to him as such is an insult to all true artists.
Sincerely,

What he says on his blog (translated) Located Here
According to I knew the dog died on the following day by lack of food. During the inauguration I knew that the dog was persecuted in the evening between the houses of aluminum and cardboard of a district of Managua with santo name who Habacuc that could not need at the moment. 5 children of whom they helped in the capture received 10 bonds of córdobas by their collaboration. During the exhibition some people requested the freedom of the small dog, to which he artist rehuso. The name of the dog was (it was) Natividad, and I let myself to him die of at sight hunger of all, as if the death of a poor dog was a shameless mediatic show in which nobody does nothing else that to applaud or to watch disturbed. Definitively we are what leimos: pure croquetas. In the place that the dog was exposed single it has left a metal cable and a cord. The dog was extremely ill, renqueaba and it did not want to eat anyway, so in natural surroundings it had died anyway; but thus they are all the poor dogs: sooner or later they die or they die them.

THIS IS ADAM. HE WAS SET ON FIRE BY TWO TEENAGE GIRLS AFTER THEY FOUND HIM IN A LIVE TRAP. He was found by an 11-year-old boy and his friend, they said they saw the smoke and heard the cat shrieking while the girls laughed. What can you do about it? You can sign the petition and help put in motion laws that will double the maximum sentence time for animal abuse cases. Six years may not seem like much, but it's a lot better than three.

We are working to create a National Registry to warn neighbors when a convicted abuser moves into their neighborhood or community!
That is what my radio interview was about last night, tomorrow night we who are intimately involved with Adam will have a local meeting to talk to legislators about this idea Cathy and I came up with: I will be following up by sending this letter to local newspapers as well as the National Enquirer as they recently had a feature about animal abuse. I request others who wish to send this letter to their local newspapers to do so, please do not edit it to remove our names or contact information. Here is the letter:Little Adam is more than a name. He is a story—a compelling story of trust betrayed. He is a tiny fraction of the animals who fall victim to horrific abuse. To date most abusers and killers walk free, able to stalk another animal, or human, which ever is the easiest next victim. The only thing victims have in common is they are totally at our mercy—it is up to us to protect them.
Our beloved pet or our neighbor's stray could be the next—abuse is no respecter of a person's status, ethnicity, income, or neighborhood. Abuse can happen to anyone. It happened recently to a 17 year-old girl's therapy dog whose head was delivered to her gift wrapped, it happen to a wealthy woman I know quite well, her dog choked by an jealous husband. The law defining and governing animal abuse is weak and inconsistent — most torturers, killers, and potential killers are still free to destroy lives. Seeking revenge is fruitless—we're calling for ACTION to protect animals AND people!
Recently Maximus was tied up, doused with gasoline and sixty percent of his body was burned. Even with horrific burns, broken teeth, and puncture wounds on his neck Maximus spirit wasn't broken—he wagged his tail as his burns were treated. Reed Zaroff one of the veterinarians said: "He was a good dog up until the very end ... giving licks and kisses." Those of us who knew of his plight grieve deeply, while all too many people remain blissfully unaware of how common this is. Few dared to look at the pictures of his burned body we published.
Many of you are familiar with little Adam, a feral kitten set on fire while trapped inside a cage. Oddly he's one of the lucky ones expected to live with plenty of offers of a forever home. Sarah, the woman who found Adam called our non-profit, Kindness of Strangers, before the story broke the news—we spoke for hours so I am very familiar with the whole story—the news, thus far, never mentioned the other trapped kitten who died, and rarely mentions the several kittens who are still missing. Does the news mention the kitten on July 4th who was killed by igniting fireworks in her mouth?
Time will not let me go on, and on, and on about the cases I see each day—so I will spare you.
The laws in this country need to change rapidly. Each moment, we who work to help animals, dread another abuse case, another heart-breaking story of an animal that deserved only love, another animal we couldn't save, another who died knowing only pain and abandonment.
The law needs to treat every single case of animal abuse as a human case—if it does not, we'll continue to have human cases. Charles Manson and Jeff Domner are just two examples of serial killers who first started by torturing animals. A study of murders and sadists clearly shows first victims are usually animals—when a human is not available they find someone no one cares about, a homeless person, neglected child, an elder, a prostitute, or an animal.
Study an animal abuser and you'll find a trail of suffering that knows no species barrier. How many cases will it take, how many animals and people must suffer and die before the law changes to protect animals and people?
We need a law that alerts citizens to protect us from abusers. Kindness of Strangers proposes a National Animal Abuse Registry with the name and most current address of each person convicted of inflicting harm on an animal. We need to know if our community or neighborhood is vulnerable
Animal lovers are especially vulnerable as the dog recently skinned alive in Benton Georgia so graphically illustrates. A National Animal Abuse Registry neighborhood alert, similar to the one warning of child sexual abusers is an extremely valuable tool to protect our loved ones, whether animals or the children who love them. It will enable the authorities to rapidly locate and question known abusers and serve well as a deterrent. It will also be very useful to shelters, rescues, and individuals seeking to re-home animals.
Society needs to wake-up—I received a call asking about the therapy dog who was killed. The well-informed caller stated the news is not covering this case.
My associates are a rapidly growing force of ordinary concerned citizen volunteers on myspace; we know all too well what the general public is blissfully unaware of.
All of these cases I skimmed over and many, many more can be verified, you may go to our growing blog where we document them as fast as we are able.
Society needs to be educated and help us change the laws before another beloved pet or loved one's name and face becomes the victim with a story and their fate becomes as horrific as the stories behind the faces of Maxmius, Adam or the little forgotten kitten who was burned to death trapped in a cage with Adam.

Below is information on the "PHILIPPINES DOG MEAT MARKET"*I cant get these images out of my mind. It's been like a movie re-running over and over every second of the day. The treatment and the cruelity to the dogs in the Philippines is barbarous! Anyone being this merciless in my opinion, are evil savages, brutal heartless and uncivilized. They must take joy in being so inhumane and inflicting such pain and suffering. Please sign the petition and help put an end to this evil butchering.

'Without our help, this slaughter will continue'
http://www.thepetitionsite.com/takeaction/985195393It is estimated that around 500 000 dogs are killed annually in the Philippines for human consumption. Eating dogs has been illegal since 1998, but because of a lack of enforcement, live dogs and dog meat are sold openly in the market place and restaurants. Although the vast majority of Filipinos don’t consume dogs, the lucrative trade in dog meat is becoming more prevalent, especially in the north of the Philippines in the region surrounding Baguio City. Here dogs are treated as nothing more than objects. Crammed so tightly into wire cages they cannot move, struggling for every breath in the stifling heat with their mouths tied shut, dogs are riped on, gutted, deskined and cutted while they are still alive and conscious.(information has been taken from Global Action Network homepage - www.gan.ca)These images below show just a small part of the suffering these dogs endure everyday.....Unfortunately Photobucket has decided this last picture of the dogs being slaughtered alive is unsuitable for veiwing. Yes, it is horrible...and it is the reality of the situation. Without public knowledge of these actions, nothing will be done to stop it....and that's another sad fact of reality. Please help these and all animals that suffer by the hands of humans! This is Reality at it's Worst. Abuse of all kinds...This dog has had a shoestlace tied around his neck since he was a puppy...This is another imbedded collar...The Horrors of Flea Collars...These dogs are on the way to a live meat market...This dog waits to be boiled alive in China for food......along with these catsA look inside puppy mills......can you imagine the smellTo live in a box all your life...Dog racing.... Starved and forced to eat the rabbit for the taste of blood...is thinner really better for speedThese poor dog just were'nt fast enough...Is there a difference between animal experimenting and animal abuse? You decide....Skin testing..Gasoline testing...Just a test to see how one would react to blindness...this is Britches. He was born in this lab at the University Of california Riverside. Taken immediately after birth from her mother and subjected to cruel and heartless tests to see if he might learn something new to help blind people. He had no comforts in her cold bare cage and was kept in complete solitaire for 5 weeks with this thing on her head. After interveiwing blind people about this, they thought it was ridiculous to waste $275,000 of tax payers money to preform a test for the blind on a monkey that couldnt communicate how it was feeling or what it was learning.....they could tell scientists that information themselves. Britches was rescued by animal rights activists.
Britches story does not end there. He had a rough start in his new life after his liberation. He was taken to a sanctuary that was in horrible conditions, but through the work of a team of wonderful people, Britches now lives as a monkey should. He swings through the trees and knows what grass feels like under his feet. We must not forget about these rescued animals after their liberation. We must make sure they live the live they deserve.Britches before she was rescued....
A test for PMS...Everyday a tube is forced down this monkey's nose and into his stomach to test chemical reactions...These little ones didnt make it...The result of dog/bear fighting...Just by putting these pictures, here I am feeling very ill right now. Can you imagine how these poor animals feel everyday of their lives? Cruelty in any form is abuse and it will only stop if we get involved and take action. Please help! Many studies in psychology, sociology, and criminology during the last 25 years have demonstrated that violent offenders frequently have childhood and adolescent histories of serious and repeated animal cruelty. The FBI has recognized the connection since the 1970s, when its analysis of the lives of serial killers suggested that most had killed or tortured animals as children. Other research has shown consistent patterns of animal cruelty among perpetrators of more common forms of violence, including child abuse, spouse abuse, and elder abuse. In fact, the American Psychiatric Association considers animal cruelty one of the diagnostic criteria of conduct disorder. If you break it down to its bare essentials: "Abusing an animal is a way for a human to find power/joy/fulfillment through the torture of a victim they know cannot defend itself."Now break down a human crime, say rape. If we substitute a few pronouns, it's the SAME THING. "Rape is a way for a human to find power/joy/fulfillment through the torture of a victim they know cannot defend themselves."Now try it with, say, domestic abuse such as child abuse or spousal abuse: "Child abuse is a way for a human to find power/joy/fulfillment through the torture of a victim they know cannot defend themselves."Do you see the pattern here? The line separating an animal abuser from someone capable of committing human abuse is much finer than most people care to consider. People abuse animals for the same reasons they abuse people. Some of them will stop with animals, but enough have been proven to continue on to commit violent crimes to people that it's worth paying attention to.Virtually every serious violent offender has a history of animal abuse in their past, and since there's no way to know which animal abuser is going to continue on to commit violent human crimes, they should ALL be taken that seriously. FBI Supervisory Special Agent Allen Brantley was quoted as saying "Animal cruelty... is not a harmless venting of emotion in a healthy individual; this is a warning sign..." It should be looked at as exactly that. Its a clear indicator of psychological issues that can and often DO lead to more violent human crimes. As powerful a statement as the high-profile examples above make, they don't even begin to scratch the surface of the whole truth behind the abuse connection. Learning more about the animal cruelty/interpersonal violence connection is vital for community members and law enforcement alike.
