Mark Cavendish Bail Enforcement Agent, and Arizona Ranger. For Nationwide Fugtive Recovery I can be

About Me

When they closed out the American Frontier in 1900 they forgot to tell Mark Cavendish,a combination of the Wild West version of the Bounty Hunter and Arizona Ranger. His career was likened to that of famed Texas Ranger and Bounty Hunter Frank Hamer who tracked down Bonnie and Clyde by a local radio talk show host. With the updated ambience of 21st century america. He is an over-sized (6'2 312 lbs.), larger than-life Renaissance man whose world is a carousel of cops, ex convicts, Bail Fugitives " Business Exectives, native american culture, bikers, rappers, and minor celebs....A world of professional violence, and sometimes precious escape with a very special lady named Teresa. He was born in the minning town of Boomer W VA. and moved west at the age of seven. He is a Sergeant with The Tucson company of the Arizona Rangers. A State Auxiliary Police Force regulated by the Arizona revised statues."It is this Leagal destinction that allows him to serve as a Arizona Ranger while tracking fugitives as a Bail Enforcement Agent."The Arizona Rangers work directly for the Govenor's office with special spheres of authority. They are activated to assist Federal, State and local Law Enforcement At there request. They have patrolled the streets of Tombstone during biker rallies , and during the Minuteman protests as sworn city Marshal's."We wern't there to take sides, just to keep the peace." The Govenor was asked by a reporter, Do you need a greater Law Enforcement presences here? She replied, "No I have the Rangers." The Ranger's have patroled one of the toughest boarder's in the world with both the Cochise and Santa Cruz County Sheriff's Department's. The Sierra Vista and Sahuarita Police Depaertment's and the Marshal's office in Patagonia fully Deptutized. "It's a different world down there. Boarder Bandits, drug trafficking and illegal aliens. And with Law Enforcement resourses strained to the max it became a perfect fit for the Rangers. High risk and no pay. He has worked has a contractor for the Department of Homeland Security (ICE) Enforceing I-340 orders. He also has enforced Imigration Bonds for Bail Bondsman in the private sector. He has tracked fugitives and Patroled on the Indian reservation with the tribal police and tribal Rangers. And is one of the few non native American's to be trained by The Shadow Wolves. He has been the bodyguard to members of the Tribal council and the former Tribal Chairwoman. He also serves on the strike team that is closeing down meth labs throughout the state. This operation is run by the Arizona Board of technical Registration. He has been been assigned to the state's joint DWI task force, and often work's with the State Department of liquor control. He is working with the unit that is clearing the back log of arrest warrents for our court system. We serve high risk or hard to serve warrents. Our authority to do this is granted by a signed order by a judge or magistrate and the D.A.The Rangers have recently been asigned to protect numerous Dignitaries includeing The Govenor, Mayor and city council members, Judges, and members of the House Select Committee for Intelligence durning there hearings here. His Professional affliations are. He is am a member of the National Surety Investigator's network #mc806, the U.S. Professional bail Bonds Investigator's association,The Southern California Bodyguard Association, and the Fraternal Order of Police, Even though they closed our lodge in Tucson. He is also an Ordained Minister with Universal Ministries of Milford Illinois. He has completed numerous Bail Enforcement,Security, Law Enforcement and bodyguard trainings. He has trained in martial arts most his life, Ed parker's kempo karate. "Because that what Elvis took thats why." He favor's the use of submission holds and presure points."He is also trained in russian combat sambo.and in the use of baton and OC pepper spray, prisoner transportation, high risk vehicle stops, building clearing, serch and recovery, and handcuffing techniques. He holds an Arizona concealed carry perment and is trained in weapons safety and weapons retention. "I take down and control fugitives with non leathal force to decrease the bail bondsman liabilty." "He's no good to me dead as Boba Fett once said." He is trained in de esclation skills and most importantly the proper implemention of USE OF FORCE. He is trained in CPR and First Aide by the American Red Cross. He favors Rugers Carring the P91 in .40 or the P97 in .45 acp. Along with a remmington 870 12 ga. shotgun and a ruger mini 14 ranch model in .223 cal. I also have the latest in non-leathal weapons. Taser's, peper ball and stun guns . His Chevy Blazer "Known as "The Tumbleweed Wagon, like the prison wagons of the U.S. Marshal's of the old west" is loaded with gear. Spotlights, pointblank body armor,GPS, and leg shackles to name a few items. He has all the modern gear but still favor's cowboy hats, Elvis shades and leather coats. I look like what I am. I say "Cowboy cool." My wife says I look like I should be in a southern rock band, or staring in one of those modern mexican westerns. He uses the latest coumpter's and software along with the most effective search engines and data bases on the market to aide him in the capture of fugitives. He has made or been part of many RE arrests and has an unprecedented 98% recovery rate and a verifible apprehension record. He one of the most active and sucsessful Bounty Hunters working in the southwest today. And works with numerous professional Bail Bondsmen across the country. He will work anywhere in the United States where Bounty hunting is legal and has not been banned. He has thus far worked in some 22 States across the country. If the facts be known Law enforcement does not have the resources or manpower to trackdown and capture fugitives that do not show up for court."Some 35,000 per year on average." Bail Enforcement Agents like myself trackdown and bring to justice 85% of those who fail to appear in court, while only 3% of those 35,000 fugitives are re arested by the police. We provide this public service at no cost to the Tax payer reciveing our payments from the Bonding company or the Insurance company that posted Bond for the principal when apprehended. To acomplish this we are granted greater authority than the police officer. We can chase the principal into another city, county, or even State or U.S. Territory to apprehend and return the subject to the court they were charged in. This power is granted under 18 Wall 366 "TaylorVS.Tainter". A federal court ruleing in 1872 by Justice Wallace of the U.S. Supreme Court District of C.T."This ruleing is often misunderstood, and should be used as a legal guide only. You should be aware of all federal and State laws where you apprehend Fugitives." I can make an arrest on Sunday,or break and enter a home without a search warrent because the fugitive is concidered to be an escapeing prisoner. The seizure is not made by virtue of new process. None is needed. It is likened to the re arrest by the sheriff of an escaping prisoner. With the Bail Bondsman or Bail Enforcement Agent acting as jailer instead of the city or county. While the client is out on Bail and awaiting trial we act as a probation officer before the fact. Enforceing curfews, a no drug policy, and monitoring the clients comings and goings. We can even mandate the wareing of a GPS to keep track of the subject to make sure they appear in court. In the state of Arizona our authority and powers of arrest are covered under ARS sections 13-3885A and B. I'm married to a big time, and I mean big time exective and we have a 5 year old son named matt that thinks his dad is cool and that is good enough for me. Being a Bail Enforcement Agent, Bounty hunter is like being a rock star to the kids in kindergarden. Haveing my boy say my Dad's a Ranger or My dad's a Bounty Hunter gets a better reaction from the kids than my dad works at Starbucks or at the mall for sure. It's not about the money for me and it's hard for people to understand why I do this. I think only someone that has hunted can understand whats it's like to track and capture a fugitive. Has Ernest Hemingway said, "Certainly there is no hunting like the hunting of man and those who have hunted armed men long enough and liked it, never really care for anything else thereafter. You will meet them doing various things with resolve, but there interest rarely holds because after the other thing ordinary life is flat as the taste of wine when the taste buds have been burned off your tounge".

My Interests

Greetings, I'm Mark Cavendish. Somtimes called M.C. This is my personal web site. I made it to tell something about myself to anyone who is interested. My Partner and I have another web site listed below that is for strickly business use if you wish to use that one instead. This site is more about me and my intrests, and where I'm from and what I like. I have an interest in anything related to the fugtive recovery industry. I like the UFC and pro wrestling. "I did some myself in my younger days." Also mixed martial arts."In my day they called it tough man, and we used to fight for beer money at clubs and county fairs." I like the western lifestyle and native american art, and culture. I collect cowboy guns. and do cowboy action shooting. I study the civil war and it's history. I am a member of the sons of confederate veterans. I was a member of The Dirty Dozen Motorcycle gang back in the day but left when we were patched over by the Big Red Machine "Hell's Angel's." I had to close of ties to Law Enforcement. I am now a member of THE HIRED GUNS a Law Enforcement Motorcycle Club with it's Mother Chapter in Hudson N.J. I have been a Bounty Hunter on and off for years. I made my first fugitive capture in 1977 for the old Apache Bail Bonds when I was 18 years old. Has I recall my equipment was a set of handcuffs and my Gradfathers Sap he carried back in the old days as a small town Police Chief and County Sheriff in WVA. When I first started out I would not book the fugitives into the county jail. That was to much like working for the police for me. So no matter what time it was I would call up the bail bondsman and deliver the fugitive to his office. In my mind this was a contract between the two of them. This I had no problem with. I listen to a lot of Talk Radio and cable news. I like a lot of retro things. Music, Rockabilly,Women, Bettie Page types. "Sometimes I think I was born at the wrong time".I like to frequent Bars, Drive Inn's and Dinner's that have been around sense the 1950's. On our first date I took my wife to a house in Tucson where John Dillinger was captured in the 1930's. This should have told her something. If your ever in Tucson look me up. I can be found at the Mint, the Maverick, Shari's drive Inn, The Bashful Bandit,Billy's Barber shope,The Last Chance Saloon, Montgomery's, The Cow Pony, The Red Room,Luke's or the Hotel Congress. I am also a Master Mason and I'm a member of the same lodge where John Wayne got his third degree.I have worked what could be called traditional 9 to 5 asignments over the last 30 years, but when I have run low on cash or felt the need for adventure I have always returned to what I know best, working as a Security Contractor and Law Enforcement Officer in the private sector. Most notably I was one of the Private Security Contractors hired to protect merchants during the L.A. riots of 1992 when I was with AAA Protection of Los Angles and Nevada. Recently I worked as a Security Contractor for The Department of Homeland Security/FEMA in New Orleans post Katrina. Although I never have served in the active duty U.S. military I have seen action in hot spots all over the world as a Civilian Contractor. "I've been all over but I have never missed a place enough to want to go back to." I was born with a lazy eye that exempted me from the service. So I found another way to serve my country. One of the deepest regrets I have In life is I'm not thought of as a veteran but a mercenary, all becasue I never got to take the oath.I have worked for Wackenhut, Blackwater and Kellog Brown and Root (KBR) a subsiderary of Halliburon over the years. My asigned Duty was that of Force Protection, convoy/personnel security detail. This sounds a lot more covert than it was. I was not some Special Forces, Navy Seal doing Black operations like everyone claims to be. I was basicly a grunt. Highly paid but still a grunt. I layed down cover fire, did guard duty in 120 degree heat, and protected low level diplomats that no one cared about anyway. I was once in a fire fight over a vending machine.I didn't get married until I was 39 years old and had no real family, so it was easy for me to be gone for a year to 18 months at a time. I have chosen a sometimes dangerous profession. Security Contractor, Recovery Specialist, Bodyguard, Private Investigator and Bail Enforcement Agent. I have been shot and stabed several times, and have been forced to discharge my weapon over a half dozen times in the line of duty durning my career. "Justifed each time."And for that I thank my Lawyer for helping the court see things my way.I have been known to enjoy a Corona, a Red Stripe, or a shot of southern comfort with a fine cigar after a case.Of course if the Bond is large enough It will be some Johnnie Walker Blue and a cuban Cohiba. You have met me at an interesting time in my life. I am not filled with the rage I once was. I have changed sense the birth of my son Matt 5 years ago. For the first time in my life I have found some peace. For the record, don't let my inner peace fool you. "I still got it to go."

I'd like to meet:

As many Bail Fugitives has I can. That have failed to apear while released from Pre trial incarceration or Bond."For every defendant that fails to appear in court, there is a victim seeking justice." I would like to network with as many Bail Enforcement Agents and Bail Bondsman as I can from around the country. Regulations being what thery are today it is almost impossible for one Bail Enforcement Agent to be active in all 50 states. And the only way to be effective is to work with a network of trained agents. Bail bondsman with a high risk clintele. If you need return of principal in Arizona, Colorado or New Mexico I spealize in high risk felony fugitives and 3 strike offenders. To other Bail Enforcement Agents and Bail Bondsmen from around the U.S.Under Arizona Law if your not licensed in the State of Arizona your required to contract with a licensed Arizona Bail Bondsman "This is a one page form called a Bail Recovery Agreement Form." who will refer you to a Bail Enforcement Agent registered with the state department of insurance. This is in effect even if the defendent has signed a waiver of extradition. A Bail Bondsman in the State of Arizona is required to post a $10,000.00 surety Bond. And must file a Bail Recovery Agent activation form with the State Department of Insurnce within 24 hrs. In addition you must have the following relevant papperwork know as the "Warrent or Bail Piece". A certified copy of the bail bond, an arrest authorization form signed by the Bail Bondsman."You need written authorization from the orginitor of the Bond or you have no re arrest or investigatory power." As well as written premission from the surety are required. "If you fail to follow this procedure, or have the correct paper work you have made an illeagal aresst and could be charged with a class 5 felony or kidnapping. "Capture the Fugitives, don't become one." The clerk of the court can time stamp and certify a copy of the Bond. A copy of the warrent or FTA, I will also verify to see that the warrant is current through NCIC. This can also be acomplised by calling your local police department. You can overtnite mail or fax me a copy of Both. The more information you can provide me, the faster I can find your fugitive. In Arizona if your client fails to appear in court we have maximum of 120 days by statute to make the recovery. In the State of New Mexico it is the courts discretion. In Colorado it is 30 days. A mug shot is a must. You should be able to obtain a mug shot from the initial law enforcement agency makeing the arrest. You can email it to me in jpeg form or overnite mail it along with the other information. I work with numerous professional Bondsmen and Bail Emforcement Agents. So I recomend that you contact me. I can recover your fugitive for you or assist you in the apprehension. A note to bail bondsmen, my standard fee is 10% in the state's of Arizona, Colorado and New Mexico,as well as 10% out of area. "Negotiable." I won't undercut industy standard rates but I will work with you.. I have taken cases where the Bond is as low as $5000 to has much as $150,000 or more. Makeing as little as $500 dollors and as much as $15,000 dollars. My days of working $200 Bonds are behind me. I did my share. In addition I will run a check with other Bondsman and surety co's to see if your fugitive is out on multiple Bonds or wanted for multiple warrents. I will work with you on a fee structure you can afford. "However I require a signed contract" If you back out of a contract I reserve the right to ask for 5% has a breech fee. I also ask The Bail Bondsman to sign a complete and full waiver of liability and Hold Harmless form for my protection in case the use of force or restraints becomes necessary. For this I give you Due Dilligence,Professionalism, integerty, and 100% effort on each case. Expenses and mileage are on a case by case basis, and depend on a number of factors. But we will agree on all costs upfront. This will include the type and distance of fugitive transport after the capture is made. For the following act to be in force the request must come from your agency to the holding Law Enforcement Agency in writing or by fax requesting the return of the fugitive to your jurisdiction and apointing me as your designated agent. . Authority to transport is covered under U.S. Title code 18, section 3182 Extradition Act.A transport Agent has the same authority as any other officer of a public criminal justice Agency preforming a prisioner transport. The transportation agents are authorized to take custody, transport and house prisoners in route to the requesting agency. This does not authorize arrest powers or any endorsement as a law enforcement officer other than with respect to prisoners within there care, custody and control. There is Law Enforcement extradition, where I book your fugitive into the county jail and your local court sends officers to return the fugitive to the jurisdiction the fugitive was arested in. We then povide the court an affidavit that your fugitive is in custody in another jurisdiction and the Bond will be exonerated.I first check to see if the Fugitive can be extradted under the "UCEA" The Uniform Criminal Extradition Act. IF the Fugitive is listed in NCIC and is a felony fugitive they most likely can be. I know of no State that will extradite for a misdemeanor. The fugitive will be released from custody.Misdemeanors are transported to the jurisdiction they were arested in with the correct paper work. Many times provideing the court with proof the fugitive is in another state is enough to set aside the Bond. Or you could choose to have me transport the Fugitve myself, or through an extensive relay system of Bail Enforcement Agents across the country. Or a private transport company can be contracted. At all times the UCEA will be followed. In the State of Arizona and most states the fugitive must be booked into the local county jail and brought before a judge for a extradition hearing. This is the Law. "The fugitive may choose to waive extradition. And may choose to do so once the advantages are explained to him or her. Cost, time served, money and responsibility etc." Across Boarder operations will be a fixed fee after I confer will my legal department. To Bail Enforcement Agents I will assist you anywhere in the states of Arizona, colorado or New Mexico often times for expenses. If the operation is in Southern Arizona I have been known to wave all compensation.Due to the many requests for assistance I recieve I will evaluate each case before makeing a decession. Sonny Barger former National President of the Hell's Angle's motorcycle club. "I look forward to the next time." Bettie Page 1950's sex queen. "I remeber you the way you were." Charles Heller Tucson talk radio host." I have been a fan for years." Adult movie star Ashlyn Gere. "Thanks for geverything." "To upcomming rap star Big OOMP Atlanta C.E.O. thanks again my brother, I'm keeping it real. Your C.D. looks strange next to my Johnny Cash collection. And the next time I say ware the vest. WARE THE F ing VEST!"

I started my career has a Bouncer and Cooler doing nightclub Security and that evolved into working has a Bodyguard for Rock Groups and Country Western Bands and now even Rappers. Over the years has I picked up training and skills I have Protected Adult Movie Stars, Mobsters, Bussiness Exectives, Elected officials and Poker champions. "I'm not sure what direction this part of my career has taken." My protection fee is standard, however it is also based on the client's needs and ability to pay. I will charge must less for a domestic violence or stalking case than I would say a Heavy Metal Band.
