Taken from the Paragon Times 12/15/2005:The Legion of Skulls is a villainous organization based in the Rogue Isles, off the coast of Paragon City. Founded at the same time as the much less dangerous Skulls intercity gang, The Legion of Skulls made their name as one of the premier criminal organizations in all of the Isles.
In fact over the years the Skull Queen has taken over operations of the Skull's rackets and is in full control of them . She only puts the weakest and least intelligent Skull canidates in that branch. The powerful and useful all become part of the Legion of Skulls.The Skull Queen fears no one and so she has never been shy about her identity.
The Skull Queen is an evil mutant who has vowed to crush Statesman and all of humanity for their hatred of mutants. Over the years in her epic battles with Paragon City's superheroes, she has made bold claims and has linked herself to innumerable crimes committed
by the Legion of Skulls. One other fact that we know is that starting around 2001 there has never been a picture of the Skull Queen where her evil assassin was not right behind her, guarding her Queen. Later to be revealed as the Skull Princess, a mute who uses technology stolen from Crey Industries to speak, she is the Queen's second in command and as deadly as she is silent.
We have also found that the next in command is the Skull Sergeant. A ghastly and grim figure, looking more like a zombie than a man, the Sergeant is in charge of all training of new recruits, be they "destined" or simple street thugs. He is never seen without his elite team of mercenaries who guard their boss with the same passion as the Princess guarding the Queen.
Unfortunatly we have not been able to track down any solid evidence of their inner workings, but this we do know....
Paragon City will never be truely safe while the Legion of Skulls is out there.With in the counfines of the Legion of Skullz the Skull Queen looks to another for all her tactics and subtitute, her name is Skull Baroness, a ruthless Brute who was scared by the daughter of Statesmen and vowed to one day disfigure her and kill her with every fiber of her being. Baroness was the second woman who helped her elder sister Skull Queen create the Legion of Skullz, and she is the only other woman that the Queen Fears and respects like her own reputation the Baroness Fears the Queen of her own fears and respects. The day they was captured and placed in the Paragons highly classified prison, they was classified as the deadlest women in both the Rogue Isle's and Paragon City, for one nearly destroying all humanity and second for comming the closest to destroying Statesmen. Where Lord Recluse was considered as Paragon's Public Enemy #1 the Queen and the Baroness was known as to be far more deadly and vicious than the man that the Queen hopes to over throw and her sister Baroness will do all things possible to get her sister to that spot.
Lately the affairs of the Legion of Skullz has been runned by two of the most vicious women in the world, the roles between Skull Queen and her little sister Baroness are know as a infamous as they are dangerous for when if the Skull Queen is not present the Baroness takes her place, and for if the Baroness is not there the Queen to take her sister's place.
The Skullz was a disorginized group of thugs till the Queen and the Baroness came into the ranks long ago during their youth and now they've made it a point to the Skullz and those around them, that any who steps out of line was to be killed on sight. The world wide spread of fear of the Skullz was a goal for them all, and the Queen and the Baroness was the ones that would set forth that the man that rules over the Arachnos will fall when the rise of the Queen takes his place and the Baroness takes her rightful place where Ghost Widow once was, with the title known as the most Vicious and dangerous Brute/woman in the world.The Skullz organization is known for their well organized plans and the Legion with in the Skullz are the elite of the Skullz. The Studies of the Skull Queen and her Legion of Skullz have yet been determined by Paragon or Rogue Isle's.
