"Volker" is a common German first name for people born in the 1950s or let's say 1960s who are now part of the "etablishment" (because of their age). In a way the name symbolizes boredom and conservatism. "Vokuhila" stands for "vorne kurz, hinten lang" (short in front, long in the back) and is the German term for mullet . But don't panic I'm not part of the "etablishment" and I'm not wearing a mullet. "Volker Vokuhila" is an ironical pun.
