The "Shaun Luu Horror Fest" is a fundraiser for the American Cancer Society and the Golisano Children’s Hospital. Shaun Luu is widely known for his musical talents, being a huge fan of genre/horror films and being a very personable individual. Shaun passed away June 10th 2005 at the young age of 22 from Cancer. Each year his friends and the local horror/ music scene honors him by attending the Shaun Luu Horror Fest, on the anniversary date of his departure.

We help filmmakers get their projects done. We also put on fundraisers and events at The Palace Theatre, Syracuse, NY. The Palace Theatre has access to Digital projection for any filmmaker to watch their dailies on the big screen. The Palace theatre also is a great venue to shoot in. The theatre, built in the 1920s has recently been restored with digital projection, new lobby, new 35mm reel to reel plus platter systems and banquet hall.


Syracusefilm.net and The Palace work side by side to raise money for filmmaking awareness in Central New York.

WHY SHOOT YOUR FEATURE IN SYRACUSE


1. No film permits. You don't need a film permit to shoot in Syracuse. All you need to do is get permission from the property owner, in writeing, and let the local police and 911 call center know what you are up to.
In order to close a street a production would need to get approval from the Fire Dept, Police Dept and the Dept. of Public Works. The process includes submitting a petition to show that every neighbor on the closed street is OK with closing the street.
The process could take up to 6 weeks for approval.

2. There are 100's of private business owners in Onondaga County, the city of Syracuse and suburbs, they are more than eager to let you shoot a scene or two at their location for pennys of what you would pay in NYC or other major cities.
3. Relaxed Union Regulations for Indy Features.
Union regulations are very relax and cater to the filmmaker. Progressive, proactive union leaders have transformed New York into one of the most responsive, production-friendly markets in America. Seven of the International Alliance of Theatrical & Stage Employees (I.A.T.S.E.) locals have joined forces with Teamsters 817 to form the New York Production Locals. They've developed contracts tailored to the needs of virtually any film production, from features to movies of the week, pilots to episodic TV, music videos to commercials. True one-stop shopping is possible when contracting NYPL's many union services.
East Coast Council of the I.A.T.S.E.
The East Coast Council of the I.A.T.S.E. offers breaks to filmmakers and television producers for many projects made in New York City and State.
If your project has a budget in the $1-6 million range, Council representatives will work with you to create a customized contract that defers part of the crew's salaries, overtime, pension and health benefits in exchange for future participation in the project's earnings.

4. Relaxed regulations for Screen Actors Guild
The New York branch of the Screen Actors Guild can offer you a range of contracts with affordable cost ceilings. Reduced rates and other concessions are sure to make your film, budgeted at $2.75 million or less, much easier to make.

5. Relaxed Directors Guild Regulations.
The Directors Guild of America
The Directors Guild of America will do its part to help you make your next indie film affordable and enable you to enjoy a great deal of flexibility in structuring your budget.
The DGA routinely writes low-budget agreements for pictures budgeted at $6 million or less. These agreements permit filmmakers to craft their movies with experienced unit production managers and assistant directors.

6. TAX BREAKS.. TAX BREAKS... TAX BREAKS..
Shoot your next film or production in New York State and you'll get sales tax exemptions for most below-the-line costs. These apply to a wide range of services including film editing, props, processing, assembling, sets, parts, tools, supplies and fuel. Unlike most states, in New York tax relief is not a rebate. For film and television productions, you never pay the tax in the first place.
NEW YORK STATE SALES TAX EXEMPTIONS FOR FILM & VIDEO PRODUCTION
The creation of a feature film, television film, commercial and similar film and video production is considered a manufacturing activity that results in the production of tangible personal property. Accordingly, a person producing a film for sale is afforded the same exemptions available to New York's manufacturers.

New York's manufacturing exemption covers purchases of machinery, equipment, parts, tools and supplies used in production. The exemption also covers services like installing, repairing, and maintaining production equipment and the fuel and utility services used for production. In addition, goods and services purchased for resale are exempt from tax.
This means that film and video productions get a sales tax exemption for all production consumables and equipment rentals and purchases as well as related services. These exemptions cover just about every aspect of film and video production and post-production--from sets, props, wardrobe and makeup to cameras, lighting, sound, special effects, editing and mixing.
HOW TO TAKE ADVANTAGE OF THESE EXEMPTIONS
FORM YOU NEED TO FILL OUT
You must first become a registered vendor by completing Form DTF-17 Application for Registration as a Sales Tax Vendor. The Tax Department will make every effort to process your application within 5 business days. However, it is recommended that you mail your application at least 20 business days (but not more than 90 days) before you need it. You will be given a Certificate of Authority, which will provide you with a vendor identification number.
FORMS YOU NEED TO GIVE TO SUPPLIERS
Form ST-120 Resale Certificate
To be given to vendors who supply you with property, or services .. that becomes a physical component of the product sold, for example, film stock.
Form ST-121 Exempt Use Certificate To be given to vendors who supply you with property or services used or consumed in production.
To properly complete either of these forms you are required to include your vendor identification number.
In Publication 28, "A Guide to Sales Tax for the Film Industry," the use of these certificates is fully explained. The Guide also contains a complete explanation of the sales tax benefits available to producers of films and tapes for sale.
