The African Diaspora Medical Project is a charitable medical relief organization whose main objective is to respond to the health care needs of the people in Africa and of the nations of the Diaspora, educate the public, and increase overall giving. PurposeVision Health care and health care delivery will be improved in Africa and the Diaspora and the health crisis among African peoples will be eliminated.Mission Statement The African Diaspora Medical Project is a nongovernmental, not-for-profit medical relief organization that will identify and/or develop health-related projects that can be supported with technical, personnel and materiel assistance. These projects will be implemented in response to, and in collaboration with, our medical colleagues throughout Africa and the Diaspora.Philosophy and Core Values The medical project is the focal point for improving health and the delivery of health services to the neediest in Africa and the nations of the Diaspora. Program The ADMProject is designed to provide assistance through a formal application process referred to as a RFA - Request for Assistance. The RFA application will start the __________. The ADMProject team will evaluate the legitimacy of the request and develop a project design. These projects are implemented in response to, and in collaboration with, our medical colleagues in the subject areas. Our projects are undertaken by a team of specialists and technical assistance providers who will work with health professionals, community members, businesses, institutions, and other entities to respond to health care problems by conducting extensive, in-depth investigations and analyses and following through with planned action. As the African Diaspora Medical Project (ADMProject) is launched, expansions in the global economy have brought advancement and opportunity to many parts of the world previously teetering on the cusp of underdevelopment. By most measures, however, the countries of Africa disproportionately have not benefited from these developments. In 36 out of 53 African countries -- many of them in sub-Saharan Africa -- millions of people live in abject poverty and suffer from disease, hunger, and malnutrition. As reported by the United Nation's Millennium Project, "more than one billion people in the world live on less than one dollar a day." Nearly three billion survive on less than two dollars per day. Africans and the people of the African Diaspora account for many of these people. This poverty profoundly impacts the health of the people and the health of their nations. According to findings compiled by the Millenium Project and other sources:In 1960, Africa was a net exporter of food; today the continent imports one-third of its grain. As a result, it is estimated that 40 percent of Africans do not have sufficient food on a day-to-day basis. More than 50 percent of Africans suffer from water-related diseases such as cholera and diarrhea. Every 30 seconds an African child dies of malaria - more than one million deaths per year. It is estimated that 30 million Africans have the HIV virus and there have already been 12 million deaths attributed to AIDS. In parts of Africa more than one-third of the adults are HIV-infected and 11,000 new cases are diagnosed daily. Tuberculosis (TB) is the leading AIDS-related killer and in some countries 75 percent of the people with HIV also have TB. There are 11 million children orphaned and left to care for themselves as a generation of mothers and fathers are lost to AIDS. A woman living in sub-Saharan Africa has a 1 in 16 chance of dying in pregnancy, as compared to a 1 in 3,700 risk for a woman in North America. At the present time we are witnessing a humanitarian crisis in Niger, where it is reported that 150,000 of the 800,000 already-malnourished children will die unless food aid is rushed to them. This crisis is simultaneously occurring in the neighboring countries of Mali, Burkina Faso and Mauritania.Gender inequality also has a significant impact on health disparities. For example, 80 percent of farmers in Africa are women. The labor-intensive, subsistence-level farming in which many of them are engaged leaves little time to pursue non-basic needs or interests. Nor does it provide significant disposable income to allow families to pay for their children to attend school or address the myriad health problems that tend to affect the rural poor. The urban poor also face considerable economic and social constraints, including limited access to education. Indeed, more than 40 percent of women in Africa do not have access to a basic education. This adversely affects people's health and community well-being. UN Millennium Project data, however, underscore the impact that improved educational opportunities for women have on eliminating extreme poverty.If a girl is educated for six years or more, as an adult her prenatal care, postnatal care and childbirth survival rates will dramatically and consistently improve. Educated mothers immunize their children 50 percent more often than mothers who are not educated. AIDS spreads twice as quickly among uneducated girls than among girls who have even some schooling. The children of a woman with five years of primary school education have a survival rate 40 percent higher than children of women with no education.While national governments pledge to take steps to begin to eradicate poverty and promote the basic human rights of each individual to work, health, education and housing, and the international community attempts to level the economic playing field for developing countries, the countries of Africa continue to face enormous challenges. In the area of health care, system improvements and infrastructure needs are rife. Despite the best efforts of the many well-trained medical professionals found throughout African countries, urban health care delivery systems suffer from inadequate resources and obsolete technologies, while many rural areas have only marginal services or are devoid of conventional medical care altogether. Community-based health strategies, while effective complements to conventional practices, are also under-resourced. However, the sense of urgency (and optimism) among African nations, coupled with an increased commitment by the world community, urges us not to miss this pivotal opportunity to address these issues.The African Diaspora Medical Project is prepared to join this growing international movement to speed the pace of social and economic development in Africa and the Caribbean. Although our primary focus is on improving heath care delivery systems and promoting sustainable, healthy outcomes, we also understand the interdependence that exists between these objectives and efforts to promote local economic development, women's empowerment, and environmental sustainability. This request must indicate the problem (an explanation of the need), the desired assistance, the target population, a project description, the expected impact on improved health outcomes, and how this assistance can be made sustainable.Evaluation of the RFA - Requests for Assistance will be evaluated by ADMProject's Executive Committee (EC) to determine feasibility. Our goal is to respond to all requests deemed legitimate. However, our decision to respond favorably will depend on several factors, such as constraints facing the local jurisdictions, safety issues, the perceived credibility of the requesting entity, consistency of the request with the goals of the ADMProject, and our own capacity to meet the needs.Project Planning - Once a request has been approved, it will be assigned to a project manager. His or her team will collaborate with health officials in the target area to design and construct a project plan. In many cases the planning will require a site visit, during which time initial reconnaissance will be conducted and local officials consulted. Resource needs will be identified, a budget developed, and timelines will be established. The project plan will be reviewed by the EC, with input from our Board of Advisors and, once final suggestions are made, will be approved for implementation by the project team.Project Implementation - The implementation of the project will be the responsibility of the project team, led by the project manager. Various ADMProject supporting divisions will be involved as needed to help accomplish the planned objective. Materiel needs will be met by the procurement division. Our resource development division will be responsible for obtaining necessary funding. Printed items, media and educational materials, etc. will be handled by our marketing and communications division. We have project-meeting capabilities through our partnerships and community networks. Our global relationships will facilitate implementation directly through participation in the project and/or indirectly, by their endorsements and support. The successful realization of the medica] project's goals becomes the priority of the ADMProject as an organization.Project Oversight - The EC, again with input from our Board of Advisors, will perform oversight functions. Benchmarks, timetables and costs will be carefully scrutinized at regular intervals to ensure that the project is meeting its goals and objectives as it develops. The need for any necessary project adjustments will be articulated, assessed and approved. Oversight is continuous and ceases only at the successful completion of the project.On-Going Project Support - When the project has been concluded successfully, appropriate arrangements for continued oversight and/or support will be instituted if and as deemed necessary; such anticipated on-going support will have been described in the original project outline. Periodic site visits may be required to evaluate the continued success of the project and to identify any interventions that may be necessary. Continue communication will also be necessary to ensure the desired long-range success.Reporting - It is our intention to not only internally monitor the progress of a project, but to also maintain regular upÂdates of the project's status on our web site and through our newsletter for public consumption. Members of the Board of Advisors playing an active oversight role will be updated as a priority. In addition, a final written report, as well as an accounting of how grant funds/donations were used will be prepared and published. The success of the medical project will depend heavily on the organizational support provided. Financial, materiel, technical and personnel assistance are all required; the organizational model of the ADMProject is designed to meet those requirements.Organization Support Board of Directors - The African Diaspora Medical Project is governed by a Board of Directors comprised of three to twelve members representing a number of professional disciplines that support ADMProject's goals and objectives. The Board is the organization's primary policy setting and decision making body. It includes several committees, including the Executive Committee (described below), Nominations and Membership Committee, Finance Committee, and Interdisciplinary Health Education Program Committee.Board of Advisors - The Board of Advisors (BOA) consists of individuals from the community, academia, professional, and corporate life ,,,ho possess recognized expertise in areas related to the ADMProject's activities. These individuals are selected by the Board of Directors to provide counsel and guidance for the organization's operations. Their input will be solicited to review project plans and help develop and implement strategic plans. Staff meetings are always open to all BOA members; when input from certain BOA members is considered critical, they will be actively encouraged to attend.The Executive Committee - The Executive Committee (EC) consists of the officers of the organization and the Senior Associates (SA), who head our support divisions. The EC meets regularly to set and direct the ADMProject's direction and operations. The EC will also review and approve RFAs and project plans, and will provide oversight of the project implementation. By being intimately involved in the medical project from conception to the end, the SA and the respective support divisions will be better able to assist in meeting the project's goals.Resource Development Division - Fundraising and grant development is critical to the ADMProject achieving its goals. This aspect of our activities will be coordinated by the Resource Development Division, which will plan and implement charitable giving campaigns and other fundraising initiatives and coordinate grant-seeking in support of the organization as well as for specific medical projects.Project Procurement Division - The role of this division will be to identify and obtain equipment and supplies necessary to fulfilling the objectives of the medical project. Once a project's materiel needs have been identified, it will be the responsibility of the Procurement Division to meet those needs. Relationships with institutions, businesses and corporations will be cultivated with the objective of obtaining donations and/or discounted pricing for required items.Community Network Development Division - The ADMProject will rely heavily on community support for the achievement of its goals. This division will have three major objectives: (1) to inform and educate the community about the nature of the problems in the African Diaspora; (2) to involve communities in support of medical projects by soliciting volunteer services, materials, and financial assistance; and (3) to develop partnerships with institutions, businesses, corporations and other entities that will give us a capability and capacity to fulfill our medical projects' objectives. In order to achieve these objectives, outreach programs will be developed targeting various populations and institutions to involve them in activities in support of specific medical projects and of the ADMProject as a whole.Global Network Development Division - The ultimate success of the ADMProject will depend significantly on our ability to build collaborative relationships and partnerships in the global community. We have met with individuals representing the African Union (AU) and the Foundation for the Sustainable Development of Africa headquartered in Accra, Ghana (FSDA-Ghana) seeking their support and endorsements. Further relationship-building will continue. This effort will be on-going in order to identify other potential partners throughout the Diaspora. As stated in our mission statement, we will be working in collaboration with medical colleagues in our medical project's targeted areas; building these types of relationships will help ensure our success.Economic Development Division - It is the belief of the ADMProject that poverty is a significant contributor to poor health. Therefore, economic development will be encouraged alongside any medical project that we undertake. Our economic development team will coordinate such activities. Economic development can be approached in a number of ways. The ADMProject will seek grants and develop programs geared specifically to enhance economic development in our designated area and can be implemented concurrently with our medical project. By decreasing poverty we anticipate the likelihood that medical interventions will succeed and be sustained.Marketing and Communications Division - It is the intent of the ADMProject to educate and inform the American public of healthcare issues relevant to the Diaspora and to advocate on behalf of the medically underserved in the African Diaspora. It will also be necessary to inform our communities as to the presence and activities of the ADMProject and to stimulate their participation and involvement. Our Marketing and Communications Division will serve as the instrument in achieving these goals. ADMProject publications, media opportunities, and the maintenance of our website, www.admproject.org., will be our key communicating instruments.
