My plans to unleash the Sith upon the galaxy and do away with the Jedi had been in development for decades. Despite the seeming setback of the death of my apprentice, I continue my shadowy plots. Given my endless patience and penchant for complex schemes carried out in secrecy, it is likely the full results of my machinations will not appear for years to come. So complex is my plan that I could not allow unwitting agents to stumble upon it or otherwise interfere. This is where Darth Maul was best used: a stealthy assassin dispatched on missions to remove any impedance to my master plan.

Rather than expend the incredible amounts of resources necessary to subjugate all the worlds of the Empire, the New Order would instead make visible a single show of force that could be used to quell any treasonous activity.
