Commissioner Bele was an inhabitant of Cheron as well as the the Chief Officer of the Commission on Political Traitors. For 50,000 years, he pursued a traitor by the name of Lokai across the galaxy, until finding him on the USS Enterprise in the year 2268. Commissioner Bele had some very extraordinary powers: a natural force field that protected him from weapons fire, an electrical charge which could be used as a weapon, and mental powers which enabled him to take control of the Enterprise. When Captain James Kirk refused to assist him, Bele hijacked the Enterprise but then released it when Kirk activated the self-destruct program through the ship's master computer. After the Enterprise completed its decontamination mission to the planet Ariannus, Bele once again hijacked the ship and returned to Cheron, only to discover that years of racial violence had destroyed the planet. He rejected Captain Kirk's invitation to live aboard the Enterprise. Lokai beamed then himself down to the dead planet, with Commissioner Bele in pursuit and still obsessed with bringing him to justice.
