Effective immediately upon ratification, no business or institution private, public, or otherwise shall charge any American Citizen an interest rate greater than 1%.All current debts must be immediately adjusted to reflect the new maximum interest rate of 1%. There is complete liberty to go less than 1%, however 1% is the maximum that is legal to charge an American Citizen.This does not apply to non-US Citizens and those applying for Citizenship. Only legal citizens, either natural born or otherwise legally processed as citizens are under the umbrella of the 1% interest rate.For non-citizens, or loans made to overseas operations, governments, or individuals, there is no limit to the amount of interest that can be charged through contractual obligation.
