Bela Oxmyx was boss of the Northside Territory which was the largest territory on the planet Sigma Iotia II. The book known as "Chicago Mobs of the Twenties" was left behind by the USS Horizon in the year of 2168 and the entire Iotian Culture was built upon this one book. As a matter of fact, this book was so highly valued that it was actually referred to as "The Book" by the Iotians. In 2268, the crew of the USS Enterprise visited the planet to investigate as well as update its progress. Oxmyx offered to cut Captain James T. Kirk in on the action if he would help him take over the planet by providing him with "heaters". When Kirk refused, he and Spock were taken hostage and Oxmyx threatened to kill them, however, Kirk was later able to escape. Kirk was successful at intervening and ending the turf war between all of the bosses, when he had the Enterprise fire its phasers on stun in the surrounding area in order to demonstrate the power of the "Feds". The bosses were all then convinced and agreed to Federation control with Oxmyx as the planet leader and Jojo Krako, his former rival, as his Lieutenant.
