The Rules were created by Todd Elliott and Carlos DeSoto. They produced, composed and recorded everything on their debut Floppy Disk CD. After they released the record, they got their good buddies Chris Medico (AKA Tad Nugets) and Anthony Cole to play with them. Todd also plays in The Tel Aviv Bats.
The Rules newest record is titled "Important Information".
UPDATE: The Rules are knee deep in the recording process. The new record is going to be their best yet. Stay tuned for sound teasers and new show dates.
