Business parlance would put it along lines such as “Decisions being pushed down organisations”. “Grassroots levels” would evoke the same concept and reality when it comes to development. What happened to teaching people how to catch fish themselves for themselves? The consumers of development HAVE to be involved/implicated in the design and implementation of economy-growing and life-enhancing strategies. ‘Outsourcing’ development with experts local and/or global as well as Prêt à Manger, Prêt à Penser or Prêt à Porter development is a risky undertaking. To have a say and to be able to take ownership can be good for the soul. To have a say and to be able to take or share ownership might also generate local or consumer commitment. Economic growth, economic and human development are TOO important (today and for Generations to come) to be left to experts - local and/or global - alone. What is economic growth?
