Kelsey Briggs was born in Oklahoma on December 28,2002 after her parents Lance Briggs and Raye Dawn Smith were divorced. Around January 2005 Raye Dawn begain dating Micheal Lee Porter. The first sings of abuse were noticed. Many more were to come. Kelsey was taken into DHS custory alot. In April Raye Dawn married Micheal.There were numerous court hearings but after it all on June 15,2005 Judge Craig Key sent Kelsey back to her mom and stepfather.The judge said "Kelsey's abuser was unknown." Her daddy was in Iraq fighting for our country while Kelsey was fighting for her life. On October 11th Lance was comming home from Iraq. He could not wait to his little princess. She never made it to the airport.After 9 months of abuse witch included a broken nose, broken collarbone, multiple abrasions,new and faded bruises from head to toe,and two broken legs, her stepdaddy beat her so hard in the tummy that she died. The cause of death was blunt force trauma to the abdomen. It was ruled a homicide. Kelsey's body was exhumed for a second autopsy where sexual abuse was documented. The stepfather plead guilty to enabling child abuse and received 30 years in prison. He has no possibility of parole for 25.5 years. Kelsey's mother Raye Dawn Smith has been found guilty of enabling child abuse,she will serve 27 years in prison without the possibility of parole for 23 years. The court says she knew or should have known about Kelsey's abuse.A new law has been named for Kelsey in Oklahoma to prevent this type of failure in the Oklahoma State System. A lot of people failed Kelsey. Remember this story the next time you see a child being abused. Please be a voice for those that can't speak for themselves. No child deserves to be abused. Our hearts were broken on October 11,2005. We miss and love you Kelsey. You will never be forgotten little angel.
