Many recipients are drug users and are often serious addicts. The new law requires states to deny TANF benefits to drug felons, although they may opt out of this requirement (13 states have opted out). States are permitted to require drug testing as a prerequisite for receiving welfare, but only 8 states do so (under varying circumstances).
While many well paying jobs require drug testing, it serves to reason that assuring that welfare recipients are drug free, they are more likely to be qulified for some of those well paying jobs.
THE FACTS:
-U.S. Department of Health and Human Services research studies have found that between 10 and 20% of welfare recipients have a substance abuse problem.
-Recipients with substance abuse problems less likely to work steadily, with only 15% working full-time, year-round.
**Hence their income to buy drugs is YOUR TAX DOLLARS**
