When Seven of Nine was on the Borg vessel with the Borg Queen
a Singel Borg Drone with out seven knowing took a sample of her DNA
and it was taken and but into cryostasis
The Borg had now decided now was the time to use Seven of Nines DNA
The first clone was unsucessful
