ACTIVITIES: subject has been engaged as a professional assassin since 1970 (?) for clients from around the world: he has shown no allegiance for any on e nation group or cause. He choses to accept or not accept contracts evidently according to a personal code; the details of this code are yet unclear, although certain consistincies are evident; subject kills for self-preservation or to fulfill a contract only and never accepts a contract without assurance of the contractor's good faith. Any betrayal by the contractor results in the certain death of same. Subject ALWAYS fulfills a contract once undertaken. (To date, with one exception, apparently 100% completion -- ptk.) Targets include political figures, agents of intelligence organizations (the Agency notwithstanding), members of organized crime, and a wide range of others in assasinations in loci around the world. Non-assassination-related targets (i.e. objects) have also been reported. The Agency has used the subjects services in the past as has the FBI and, we strongly suspect, the KGB. (See separate sheet for list of suspected assasinations and data on same.) M.O. is frequently one bullet in the cranium or heart. Weapons frequently are remodeled Armalight M-16 or pistol (n preference evident). Subject is evidently also familiar with a wide range of other weapons including military use equipment. Marksmanship is at least A-12, placing him with top marksmen in th world. Extensive ability in military arts (judo, karate, kung fu, aikido, kendo, tai kwan do and others) has demonstrated on many occasions. With small exception, subject meets with contractor only once. Fee varies greatly althought average seems to be US$100,000 - $200,000 payable in cash or to a Swiss or Austrian numbered bank account (numbers too highly classified for this report). Method of contact with subject varies although certain generally reliable contact points are known to the Agency (also highly classified). "Hymm 13" is also used on occasion as "initiate contact" code. Subject reportedly has native-speaker competence in at least 13 languages, including English, Russian, Japanese, Mandarin-Chinese, Cantonese-Chinese, French, German, Spanish, Portugese, Bahasa Indonesia/Malay, Italian, Hebrew, and Arabic, and has demonstrated high competence in many others including regional dialects and creoles. This unusual command of languages is one factor making pinpointing the subject's country of origin difficult.DISPOSITION: Directive for apprehension outstanding; however, the agency choses to postpone carryout as long as subject remains useful. Note that subject is highly dangerous and any agents coming in contact should exercise extreme caution. If the subject should be encountered, contact H.O. immediately for instructions.
