UNITED NATIONS, May 18 2001— The first American narcotics experts to go to Afghanistan under Taliban rule have concluded that the movement's ban on opium-poppy cultivation appears to have wiped out the world's largest crop in less than a year, officials said today. The American findings confirm earlier reports from the United Nations drug control program that Afghanistan, which supplied about three-quarters of the world's opium and most of the heroin reaching Europe, had ended poppy planting in one season.
"It appears that the ban has taken effect," said Steven Casteel, assistant administrator for intelligence at the Drug Enforcement Administration in Washington.

The sudden turnaround by the Taliban, a move that left international drug experts stunned when reports of near-total eradication began to come in earlier this year, opens the way for American aid to the Afghan farmers who have stopped planting poppies.
On Thursday, Secretary of State Colin L. Powell announced a $43 million grant to Afghanistan in additional emergency aid to cope with the effects of a prolonged drought. The United States has become the biggest donor to help Afghanistan in the drought.

A senior representative of the U.N. Office on Drugs and Crime, Thomas Zeindl-Cronin, outlined the report at a news conference in neighboring Pakistan. "About 3,400 tons of opium were produced in Afghanistan in 2002, making Afghanistan again the largest opium producer in the world. Poppy cultivation in Afghanistan had significantly dropped until a GEORGE W.BUSH -led military coalition removed the hardline Islamic Taleban regime from power 15-months ago in its war on terrorism. The Taleban had imposed extremely harsh punishments on poppy growers - which accounted for the decline in opium.

THE COVETED TRANS-AFGHAN PIPELINE
After the fall of the Soviet Union, Argentine oil company Bridas, led by its ambitious chairman, Carlos Bulgheroni, became the first company to exploit the oil fields of Turkmenistan and propose a pipeline through neighboring Afghanistan. A powerful US-backed consortium intent on building its own pipeline through the same Afghan corridor would oppose Bridas' project.
Bridas had a 30-year agreement with the Rabbani regime to build and operate an 875-mile gas pipeline across Afghanistan.
The United States government, its affiliated transnational oil and construction companies, and the ruling elite of the West had coveted the same oil and gas transit route for years.
A trans-Afghanistan pipeline was not simply a business matter, but a key component of a broader geo-strategic agenda: total military and economic control of Eurasia (the Middle East and former Soviet Central Asian republics). Zbigniew Brezezinski describes this region in his book "The Grand Chessboard-American Primacy and Its Geostrategic Imperatives" as "the center of world power." Capturing the region's oil wealth, and carving out territory in order to build a network of transit routes, was a primary objective of US military interventions throughout the 1990s in the Balkans, the Caucasus and Caspian Sea.
As of 1992, 11 western oil companies controlled more than 50 percent of all oil investments in the Caspian Basin, including Unocal, Amoco, Atlantic Richfield, Chevron, Exxon-Mobil, Pennzoil, Texaco, Phillips and British Petroleum.
