Earth is in a dire state as global resources are almost depleted. Our world is confronted by a difficult choice. We could vainly attempt to ration the remaining resources even if they would not be enough to satisfy human needs or start the colonization of outer space.
Like most developed countries, inhabitants have been plagued with obesity. The international organization overseeing the population of the human race has no choice but to compel developing countries where ethnic wars and massive unemployment have become critical, to supply the workforce necessary to build spacecraft able to transport hundred of millions of colonists into outer space.
Soon the depletion of terrestrial resources will lead to the adoption of the Declaration of Human Development Regulations Act. From this point on, populations are to be sent towards each newly discovered and sustainable class-M planet. Representatives of each nation, each part of a human council will be elected to oversee and control human activities on these colonies.
