ok friends and family why does God make some people so stupid,,,Is it because they dont care, or trying to get out of work or what ever they or doing....or maybe just lazy....How do you fix stupid...M...

need help...dont understand this one at all? I have 2 rip dollar bills and they are rip so I went to my bank to exchange them and guess they couldnt because the bank wouldnt know what to do with them....
