Elder Spicer, was born to the proud parents Louis and Alice Spicer. He has one brother, Kenneth W. Spicer and is the grandson of the late Superintendent Jack Spicer.
While he was growing up, Elder Spicer worked with his father in the home building industry. After graduating from high school, he decided to become an architect. He attended Healds Institute of Architecture in San Francisco, California and Woodbury University of Burbank, California and California College of the Arts of San Francisco.
Shortly after the first year in college Elder Spicer began working with various architects as an architectural draftsman. He worked for Leo A. Daily and Assoc.; Lockheed Engineering; Silicon Graphics; Guy F. Atkinson Engineering; Kemp, Dresser and McKee Assoc.; and other private architects. Louis worked on the following projects: The City of Hollister Housing Subdivisions; Travis Air Force Base Medical Center; AT&T Tower Building in Los Angeles; the Calaveres County Dams; the San Jose Airport American Airlines Terminal Extension; and the San Francisco International Airport United Cargo Extension.
In 1991 Louis opened his own business, LBS Design and Planning. He moved his office to Oakland in 1994 and became associated with Mark Lindquist of M. A. Lindquist Co. and Clarence Van Hook of Van Hook Electric. Louis' main focus is on residential and church design. He is currently seeking a Bachelor of Architecture Degree at Woodbury University in Burbank, CA. Louis is a member of the American Institute of Architecture (AIA), the National Trust of Historic Preservation, and the National Organization of Minority Architects (NOMA).
Not only did he decide to become an architect after he graduated, he decided to follow Jesus! He received the the baptism of the Holy Ghost in 1980 at Ephesians Church of God in Christ,in Berkeley, CA.,during the Saints University Crusade Revival conducted by the late Bishop J. O. Patterson, Sr.
Elder Spicer served in his local church as President of the Youth Department and also President and Director of the Youth Choir. In 1991 he acknowledged his call to the ministry. He then served as Youth Pastor and as a member of the Trustee Board.
The late Superintendent Clarence J. Davis appointed him Director of the Richmond District Youth Choir. He also served as President of the Richmond District YPWW under the late Superintendent Jack P. Spicer. Elder Spicer served as Youth Coordinator of California Northwest Jurisdiction YPWW Department under Elder Gerald Harris.
Elder Spicer was ordained during the State Convocation in June 1996. Later that year, he was appointed to serve as assistant pastor at Ephesians. In 1997, the Lord called Superintendent Jack Spicer home to glory. Through a unanimous vote, the church voiced its approval of Elder Spicer as pastor of Ephesians.
Elder Spicer has a vision for Ephesians. In November 2002 he began renovating the sanctuary. In March of 2003 Ephesians held a Mortgage Burning Ceremony.
Under Pastor Spicer's leadership, the following new ministries have been established: Prison Ministry, Care for the Harvest, and the Convalescent Ministry. Ephesians Community Development Center was incorporated in 2003. Ephesians Bethesda Homes for Men and Women was established in 2004.
Pastor Spicer's vision ahead is to expand the church ministry by adding a new multipurpose facility, an Academy and Christian Education Facility, a Counseling Facility a Child Care Program, Youth Center and Housing. The facilities constructed will house the Ephesians Church Ministries, Community Outreach Programs and the Ephesians Community Development Center.
One of Pastor Louis Spicer's favorite scriptures is "I will lift up mine eyes unto the hill, from whence cometh my help..." Psalms 121
