So far, I figured out how this generates sound, and it goes as follows: lasers are mounted either in the water or underneath the bowl of water so that the beams go through the water, or particularly its surface, and are caught on some sort of 'catcher' mechanism that recognizes that a laser is being directed upon it. Sound is generated when the laser beam is shaken upon this 'catcher,' so when you touch the surface of the water, the laser beams are shaken and sound is generated.
What I don't know is what technology is being used to make this contraption. I tried researching it and couldn't find any information regarding the construction of this instrument.
