In 1903, the Minnesota State Legislature established the State Arts Society to “advance the interests of the fine arts, to develop the influence of art in education, and to foster the introduction of art in manufactures.†By 1965, the Legislature changed the agency’s name to the Minnesota State Arts Council, and refined its mission to “advance the interest of the arts, develop the influence of art in education, and promote and encourage the performing and fine arts in Minnesota.†Then, in 1975, the Agency’s enabling legislation was amended again and its name was changed to the Minnesota State Arts Board.
The Arts Board is authorized by the Minnesota State Legislature to make rules that govern: procedures and criteria for receiving, considering, and reviewing requests for and distribution of, grants and other forms of assistance, and procedures and criteria to conduct a decentralized system of providing grants and other forms of assistance at the grass roots level. – See Minnesota Rules, Chapter 1900 – Each time the Arts Board makes revisions or additions to the rules, the public will have an opportunity to comment about the proposed changes.
